Roy Chan received his medical training at the University of Singapore and post-graduate dermatology and venereology training from the UK. He is Director of the Singapore National Skin Centre.

He is the Programme Director of the Singapore STI Control Programme and holds an Adjunct Associate Professor appointment with the Department of Community Occupational and Family Medicine, National University of Singapore. His interests in STI research include behavioural research in sex workers and men who have sex with men. He is a Visiting Senior Consultant at the Communicable Disease Centre, Tan Tock Seng Hospital.

He started Action for AIDS Singapore in 1988, and is its current President. He is also a founding member and past president of the AIDS Society of Asia and the Pacific.
